Harrison council approves consent calendar as Councilmember TJ Byrne objects

The Harrison City Council approved the consent calendar at its March 10 meeting, voting to pay bills for February 2026 and to approve the minutes from the Feb. 10 regular meeting and a Feb. 12 special meeting. Councilmember Josephine Prophet moved to approve the consent calendar; Will Butler seconded and the motion passed with five votes in favor and one opposed.
"Josephine Prophet AYE John Gray AYE Will Butler AYE Charlie Shutt AYE Kelly Kilian AYE TJ Byrne NAYE," the roll call recorded. Councilmember TJ Byrne said he was objecting to approval of the Feb. 10 minutes because he "did not have enough information to make a decision," and Mayor Wanda Irish said that concern would be addressed in executive session.
Councilmember John Gray questioned why outside services and legal services were over budget. City Clerk/Treasurer Miriah Pfeiffer attributed the outside-services overage to contracted repairs on a well and costs responding to a water leak; she said, "the City is saving nearly $900 in electricity costs." Pfeiffer added that about $4,000 in legal service expenses will be covered by the wastewater grant and will be reimbursed to the city.
