Council Tables Annexation Vote for 510 Marcengill Road After Public Opposition

The Westminster City Council on Nov. 18, 2025 tabled consideration of Ordinance 12-09-2025-01, which would annex 510 Marcengill Road (TMS #249-00-03-010, owner Swapnil Chourasia) into the city under the 100% annexation method and assign zoning. The motion to table, made by Mayor Brian Ramey and seconded by Councilmember Daby Snipes, passed unanimously; Adam Dunn and Ruth May were absent.
City Administrator Kevin Bronson explained the annexation is contiguous and summarized the planning commission's favorable recommendation. Several residents signed the public-comment sheet to voice opposition to annexation; the sign-in list included Letitia Marcengill and others. Mayor Ramey acknowledged public concern and defended the annexation process, saying "annexation is how the town grows," and emphasized that annexation paperwork clearly identifies the document being signed.
Procedurally, the council withdrew an earlier motion and second so Mayor Ramey could move to table and allow the two newly elected councilmembers (Charles Morgan and Jamie Jones, recognized at the meeting) to participate when the item returns in January. The packet included an informational attachment describing municipal benefits of annexation, including access to utilities and eligibility for state distribution formulas that can affect local funding.
