At its Oct. 14 meeting, the Westminster City Council approved the first reading of Ordinance 11-18-2025-01 to amend Section 130.45 of the City Code regarding discharge of firearms. The proposed changes would allow limited use of firearms on contiguous lots of 25 acres or larger and carve out exceptions for law enforcement and ceremonial blank rounds. The ordinance was introduced at council direction from the June 17, 2025 meeting.
Councilmembers discussed how many parcels within city limits meet the 25‑acre threshold and whether zoning references should remain in the ordinance. City Attorney Keith Denny advised that local ordinances cannot override state law. The motion to approve first reading, moved by Adam Dunn and seconded by Dale Glymph, passed with four votes in favor and two against (Councilmembers Ruth May and Daby Snipes voted no). The item proceeds to the next scheduled reading for further consideration.
