City seeks $210,000 grant for wetland retrofit; council hears Keswick Park implementation award recommendation

Public Works Director Todd Hill told council the city is applying for a nonpoint source implementation grant under section 319(h) of the Clean Water Act to the Georgia EPD to retrofit an overgrown wetland along the rail trail at Peachtree Industrial Boulevard. Hill said the project design team (Kimley-Horn) estimates total cost at $350,000; the grant-share would be $210,000 (60%) with a local match of $140,000 (40%). He noted the April 30 application deadline and said staff with prior state grant administration experience will oversee the project to avoid delays.
Separately, staff recommended awarding the Keswick Park master plan implementation contract to Foresight Group LLC following a competitive process. Staff said the recommended award amount is not to exceed $1,021,000 and that the team demonstrated the strongest technical qualifications among six proposals.
Council asked clarifying questions and expressed support for proceeding with grant applications and returning the Keswick award for formal action.
