Council members asked for clarification on which trail sections (sections 7–12) are included and about the timeline and sequencing; staff and council discussed the downtown alignment and the plan to eventually extend the trail to City Center with future phases. The council did not take a final vote at the work session; staff sought authorization to commit SPLOST funds only if the ARC award is received.
