Planning staff presented PZ20261634, a request from the owner of 4161 Longview Drive for a waiver to allow a second curb cut along Admiral Drive where the UDO normally permits only one. Staff said the property previously had an informal secondary curb cut that appears in street-view records dating to at least 2008, that the lot is a corner parcel approximately 10 feet higher than adjoining streets, and that the secondary cut was widened over time and connected to the primary driveway to form a semicircular driveway. Staff concluded the feature may have been legally nonconforming but that changes mean it no longer enjoys that status; nonetheless, staff recommended approval of the waiver because the existing condition has not introduced new traffic or safety issues.
Council members asked for clarification on which curb cut had been expanded; staff explained the driveway (tire-ribbon) was widened rather than the secondary curb cut itself. No public speakers spoke in opposition or support at the work session. The council did not take a final vote during the session; the item remained on the hearing agenda for a later decision.
