Councilman McManamon sun shined an ordinance to temporarily add an executive-secretary position in the Police Department so an incoming secretary can overlap for roughly 30 days with a long-serving staff member retiring in July. Council discussed whether the new hire would start at the same pay as the outgoing employee and how pay decisions would be handled; the city manager and finance director said hiring and pay negotiations follow standard procedure.
Separately, Council moved to go into executive session to consider appointment and compensation for the Parks & Recreation director and a part-time secretary; the motion passed by roll call (all ayes) and chambers were cleared for the executive session. Council later reconvened and adjourned.
