Calumet County reviews second-floor remodel plan and sales-tax financing

Calumet County officials reviewed a Phase 2 conceptual design on Feb. 9, 2026 that would remodel the county building’s entire second floor and replace mechanical systems that county staff described as more than fifty years old. Matt Payette, the county’s Director of Operations, led the presentation on the architectural concept and listed benefits including improved client navigation, enhanced client service delivery and security, and better staff collaboration and efficiency.
Todd Romenesko, Calumet County Administrator, and Mike Stoegbauer, Finance Director, outlined a proposed financing plan that would use county sales tax revenue to fund the project. After discussion, the Health & Human Services Board moved to approve the conceptual plan “as proposed”; the motion by Supervisor James Lowey, seconded by Board Member Judith Hartl, carried unanimously. The Board adjourned at 9:15 AM.
Later in the Administrative Services Committee meeting, members moved to approve a resolution amending the 2026 budget to allow expenditure of sales tax funds for the remodel and to forward that resolution to the full County Board at its February meeting. The motion, moved by Supervisor Mary Schwalenberg and seconded by Supervisor Joan Pagel-Holzschuh, carried unanimously. The minutes do not specify a dollar amount for the planned expenditure.
The proposal’s next procedural step is consideration by the full Calumet County Board at its February meeting. The Health & Human Services Board will reconvene on March 9, 2026 at 8:30 AM; the Administrative Services Committee will meet March 10, 2026 at 8:30 AM.
