Council members raised multiple operational issues for Parks & Recreation as spring programming approaches. Mr. Mayo said contractors for Beatty Park will return to work and pressed for timely opening of restroom facilities; he warned that soft infields could limit Little League play and urged clear guidance for teams on field use.
Mayo also said city tennis courts are being scheduled for use by outside high schools and argued that "Those tennis courts are primarily for us, and after our schools use them, it's then for the residents of Steubenville," and that outside schools should not receive free priority without compensation. Finance Director Dave Lewis said he had not received payments from other districts. Council agreed to discuss interim staffing, grant opportunities and signage/priority rules at upcoming Rec Board meetings.
