Council adopts ordinance authorizing University Boulevard, Wellesley Avenue sidewalk upgrades

Steubenville City Council on March 10 adopted Ordinance No. 2026-10, authorizing City Project No. 2025-114 for sidewalk and pedestrian upgrades on University Boulevard and Wellesley Avenue and designating City Manager Jim Mavromatis as the local official authorized to execute project agreements, engineering, right‑of‑way acquisition, bidding and contracts.
Mayor Ralph Petrella opened the third and final reading and invited public comment. Damoser Pendleton urged the council to seek contributions from Franciscan and called attention to the broader need to repair city sidewalks. Following a question called by Councilor Albaugh, the ordinance passed on a roll call vote of all ayes; Mayor Petrella declared the ordinance duly adopted. The ordinance will take effect April 9, 2026.
