Bay Village council places committee-restructuring ordinances on first reading

President of Council Dwight A. Clark opened the Committee Session by announcing ordinances to amend Codified Ordinance Sections 111.05 and 111.07 to rename and create Council Regular and Standing Committees and to align committee timing with current practice. Clark said the revisions aim to "properly line up with our legislative landscape and the current topic of interests that are important to Council and the City."
Council described the new structure as six committees with a chairman and participating members. Members discussed whether the changes would be purely titular or also alter responsibilities; Clark and Councilmember Peter J. Winzig said the Technology and Digital Infrastructure committee is new, while Finance and Administration replaces the old "Finance and Claims" committee to serve as a broader pipeline to city administration and to address personnel and longer-term planning needs. Law Director Mark Barbour added that changes to Section 111.07 are intended to reflect long-standing practice that allows committee chairs and the President to set meeting times and places instead of the stricter prior rule requiring meetings the week before Council.
