Council approves library staff merit increases outside pay plan; funds included in budget

The Dell Rapids City Council approved personnel performance evaluations and associated merit increases for library staff at its Dec. 15 meeting.
Library Director Mueller reported that evaluations for Ms. Griffin and Ms. Rogers were completed and that the proposed merit increases exceed the city's adopted pay plan, but were included in the 2026 budget after a comparative wage analysis. “This was based on months of comparative wage analysis studies that we did, where we determined that they did need to be up just a little bit more,” the library director said, and added that money had already been placed in the budget to cover the increases.
Council members asked if approval was required; staff said approval is required when increases exceed the adopted pay plan. The council moved to approve the evaluations and associated merit adjustments and the motion carried by voice vote.
