Staff explained that the governor's administrative leave declaration supplements existing holidays and recommended the council adopt the dates so city employees receive the same days off. Library staff described staffing plans (library to be open limited hours on Saturday and adjusted staffing on the days surrounding Christmas), and council members asked about impacts on hourly employees. Library staff said hourly workers would not lose hours because staffing plans account for scheduled vacation and part‑time coverage. A motion to follow the governor's recommendation passed on a voice vote.
