“Staff finds that the high rate of speed along this road, limited access from surrounding streets, one‑way orientation and topographic changes… make it unsafe for use as a utility entrance,” planning staff said in explaining why the alternate Johnson Road location is acceptable for truck access. A nearby property owner, Hamza Abdi, urged council not to grant the requested change, saying exemptions defeat the city’s beautification ordinance and asking that his and neighboring properties not be treated differently.
No final action was recorded at the work session; staff said the matter will return later in the agenda for possible additional questions.
