Avon recommends $905,369.73 appropriation to buy additional flow capacity from Farmington

The Avon Town Council on June 5 recommended that the Board of Finance appropriate $905,369.73 to purchase additional sewer flow capacity from the Town of Farmington. Town Engineer Larry Baril said the first quarter of calendar year 2024 was unusually wet and "we exceeded our contractual maximum and as a result have to increase our percentage in flow capacity from Farmington resulting in a payment required of $905,369.73."
Baril told the Council he is comfortable with the figure and noted that prior billing moved from budget‑based to actual cost accounting at Farmington’s treatment plant. Council members discussed ongoing Inflow & Infiltration remediation and the expectation that future sewer projects will continue to increase flow demand. The Council voted to favorably recommend the appropriation to the Board of Finance from the Sewer Fund committed balance to the Farmington disposal account.
