Avon Council sets July hearing on proposed regional dispatch with Farmington

The Avon Town Council on June 5 set a July 31 public hearing to consider a proposed agreement to regionalize Avon’s 9‑1‑1 dispatch services with the Town of Farmington. Chief Paul Melanson told the Council that Farmington would provide 24/7 dispatch and supervise trained staff while Avon would move three consoles to Farmington and apply for a state grant to purchase a fourth console.

Chief Melanson framed the plan as a partnership, saying the move would improve emergency response and reliability while managing legacy equipment issues. "The transition should take approximately one month," he said, adding Farmington already operates a regional center and offers experience working with neighboring towns. Council members pressed for stronger governance language and safeguards to maintain staffing levels and community visibility of dispatch operations.

The presentation included first‑year cost estimates and capital-share proposals. Council members discussed projected savings, with one member noting potential reductions in next year’s budget, and asked questions about console compatibility, long‑term staffing levels and public notification. The Town Manager said arbitration costs would be split 50/50 if ever needed and emphasized that the statute requires only that the public have opportunity to comment before legislative action.

The Council voted unanimously to set a July 31 public hearing so residents can weigh in before any final decision. The agreement as described would include a five‑year renewable term, joint oversight by police chiefs and Town Managers, and provisions for equipment cost‑sharing.
