Council asks city manager for delinquent water-account list; law director to advise on publication legality

Councilmember Walker asked the city manager to prepare a list of delinquent water accounts and their account holders ahead of planned discussions about water-rate changes. "I was wondering if you can get us a list of all delinquent accounts and the names of the people to delinquent accounts," Walker asked.
Walker also asked Law Director Costa Mastros whether the city may legally publicize the names of people who owe water debt. Mastros did not offer a legal opinion during the meeting and said, "I'9ll get back to you. I don'9t know." Council directed staff to assemble the requested data and asked the law director to advise the council on privacy or legal limitations before any disclosure.
