Council discusses four-year resurfacing plan, seeks deeper water-line repairs before paving

Engineering Director Mike Dolak told council the city's four-year street resurfacing plan (2026–2029) is scheduled well in advance to support grant applications and that some streets need water-line work before they can be paved. "We do it so far in advance —3 because when with grant applications, I have to work anywhere between 15 and 18 months in advance," Dolak said. He recommended re-sequencing streets so water lines are replaced before hot‑mix resurfacing.
Separately, the Service Committee sun shined the city's participation in the ODOT 2026 road salt contract and an ordinance to apply for OPWC emergency assistance for the John Scott Connector repair. Council members asked staff to coordinate water utility work with paving schedules to avoid redoing recently resurfaced streets after utility repairs.
