Council approves emergency contract for John Scott Connector pavement repair

Steubenville City Council voted April 7 to adopt Ordinance No. 2026-25, authorizing the city manager to enter a contract with James White Construction to perform emergency pavement repairs on the John Scott Connector. After Councilman McManamon called the question, the measure passed by roll call; Mayor Ralph Petrella declared it duly adopted and effective upon the mayor's signature.
Engineering Director Mike Dolak told council he had notified the Ohio Public Works Commission and submitted the project under its emergency repair provisions. "The estimate on this was a little over $101,000 so we requested 90% assistance," Dolak said, and added that after the ordinance passes the city expects to receive about $91,000 to help cover the cost. Council approved the ordinance by roll call (all ayes).
