Council adopts change to city code to expand options for collecting demolition costs

Steubenville City Council approved Ordinance No. 2026-12 on March 17, amending Section 111.3 of Codified Ordinance 1195.04 to clarify how the city may collect costs tied to demolition work. The measure passed on its third reading after a brief exchange in which Councilmember Albaugh asked whether the change would allow the city to pursue property owners’ insurance or other assets.
Law Director Costa Mastros told council the ordinance "allows us any, any debt collection procedure, including to file a lawsuit," and noted the change was intended to apply prospectively to demolitions not yet completed. The ordinance was adopted by unanimous roll call and will take effect on April 16, 2026.
