Council hears Market Street Bridge study updates and ParkMobile parking pitch to explore new revenue

City engineering and administrative staff briefed council on a West Virginia-led study of Market Street Bridge replacement options and the traffic implications for tractor-trailer routing. Engineering Director Mike Dolak said consultants are weighing multiple alternatives (locations at the existing Market Street site, Washington Street, Logan or Ross), each with different impacts on rail crossings, adjacent buildings and access to State Route 7.
"You're talking about the letter we received from BHJ... Yes, tractor trailer traffic is either using the veteran’s bridge or it's using the bridge down south that enters into Brilliant," Dolak said, describing current truck routing while the Market Street Bridge is out of service. City Manager Jim Mavromatis said he will invite a ParkMobile representative to discuss installing pay-by-phone parking technology to capture revenue and examine enforcement mechanisms, but acknowledged enforcement needs must be resolved before a system is implemented.
Council asked staff to check enforcement ordinance changes and report potential revenue and operational needs at a future meeting; no vote was taken on either the bridge alternatives or a parking contract at the session.
