Steubenville City Council votes to enter executive session, schedules interviews for new city manager

Steubenville City Council voted on Feb. 16 to enter an executive session to consider the appointment and employment compensation of a public employee: the new city manager. Council member Walker made the motion, which was seconded by Council member Hoover; the roll call was "all ayes," and Mayor Ralph Petrella declared the motion carried.
Walker moved "to go into executive session to consider the appointment, the employment compensation, of a public employee, specifically the appointment of the new city manager." The council set interview times for five candidates: Michael Johnson at 10:00 a.m.; Corey Spackey at 11:00 a.m.; Steve Kelley at 12:00 p.m.; Wade Calhoun at 1:00 p.m.; and Chad Thalman at 2:00 p.m. Council Chambers were cleared for the executive session; the transcript records no public discussion of the candidates or compensation during open meeting minutes.
Mayor Ralph Petrella presided over the special meeting, which opened with the Pledge of Allegiance and a roll call listing Council members Albaugh, Gorman, Hoover, Mayo, McManamon, Terpenning and Walker as present. City Manager Jim Mavromatis was also in the chamber for the meeting. The executive session action was procedural; no appointment or compensation decision was recorded in the open minutes.
