Council debates disposal of surplus city vehicles after EPA notice; members press for broader plan

Council considered a sun-shined ordinance authorizing the Sanitation Director to dispose of three packer sanitation trucks after Law Director Costa Mastros said the action responds to a recent USEPA citation specifically directing removal of those vehicles. Members of the council pressed for a broader inventory and faster disposal of other derelict vehicles stored at Belleview, M&R and wastewater sites.
"Well this is specifically not an option; auction issue, so we were cited by the USEPA for having those garbage trucks there, and we received a letter, which you all got... we have to dispose of these three garbage trucks," Mr. Mastros said, explaining the targeted nature of the EPA directive. Councilmember Albaugh questioned why only three were singled out and urged staff to prepare ordinances to address other scrap vehicles and long-stored police cruisers.
Councilmember Hoover also raised concerns about city-owned dumpsters being left to collect water and weeds at South End locations and asked that staff revisit disposal or sale options before spring. Staff said separate legislative findings and ordinances are required for each disposal but indicated they could prepare consolidated lists and pursue auction or salvage as appropriate.
