Council places committee-name and rules changes on first reading, proposes new technology committee

Bay Village City Council placed two ordinances amending codified ordinance sections 111.05 and 111.07 on first reading Tuesday, proposing a reconfiguration that would keep six standing committees and add a new Technology and Digital Infrastructure committee.
Council President Dwight A. Clark said the changes primarily reorganize existing committees and create a vehicle for the city to address technology and digital infrastructure as a recurring policy area. "Five of the six are kind of a reconfiguration of what we have in place right now, but there seemed to be a guiding desire to put together a Technology and Digital Infrastructure committee," Clark said.
Law Director Barber explained one change in 111.07 would align the code with current practice by formalizing that committee meeting times and places may be selected by the council president or the committee chair. Barber said the council had been operating under a long-standing waiver and the amendments bring the ordinance into line with actual practice.
Council members asked whether the changes alter committee responsibilities or merely rename groups. Clark said most responsibilities will be blended from current committees, with the Finance and Administration committee replacing the older Finance and Claims label to create a broader liaison role with city administration. He said a draft of committee compositions and responsibilities will be circulated for council feedback before final readings.
The two ordinances were placed on first reading as Ordinance 26-18 and Ordinance 26-19; council indicated it intends to consider final action on subsequent readings after committee membership is confirmed.
