Staff explained the Dakota Mainstem project is a long‑term regional water initiative "where they're going to be essentially pulling water out of the Missouri River and moving it towards the East River," comparing it to Lewis and Clark. The appointment replaces former secondary representative Barry Berg, who is no longer on council. The motion to appoint Smith was moved and seconded and approved by voice vote.
