Dell Rapids moves to electronic funds transfers, prorated utility final bills; sales tax receipts strong

Finance staff told the council on Dec. 2 that the city is implementing electronic funds transfers (EFT) for accounts payable to reduce check costs, postage and processing time and that utility rates and surcharge lines will be prorated for final bills, addressing resident concerns about paying multiple surcharges at moving times.
"We did start the process of implementing electronic funds transfers for accounts payables," the finance officer said, adding that the change should reduce costs associated with printing and mailing checks. The finance officer also said she is working with software support to label surcharge line items more clearly on monthly bills and that ClearGov should display bond payoff years for existing projects.
Administrator staff reported sales-tax receipts at about $1.83 million of the $1.88 million budgeted for 2025 and said the 12-month average sits near $2.1 million. The administrator also noted the completion of an evaluation for Public Works Director Chris Mergen with a new wage of $31.55 per hour.
