The Dell Rapids City Council on Dec. 2 approved a minor revision to the 2026 animal-control agreement that places pickup costs on animal owners when they retrieve an animal.
Finance/administrative staff explained the revision adds the hourly rate and a high-risk mileage fee to the owner's responsibility. "If an owner picks up an animal, they should be responsible for those costs," the clerk said when introducing the amendment; a motion and second carried the change.
Council members said the intent is to avoid the city absorbing routine retrieval costs while continuing to provide animal-control services for unclaimed animals. The revised agreement will take effect for the 2026 contract period.
