She said the language is intended to remove ambiguity about which body — the library board or the city — has authority over library operations: "the library board has full governance over the library," the Library Director said, explaining that the new text largely quotes codified law.
A board member moved to approve the changes pending minor formatting fixes on page 3; the motion carried by voice vote. The director said the city attorney, Dean, reviewed the changes and gave his approval for the substantive language.
Board members asked only for a formatting correction and did not object to the substantive wording, and the board approved the motion to adopt the edits with the formatting condition.
