The Harrisonburg Housing Authority discussed a floodplain finding Aug. 20 that affects Glensville Place and could change the building's layout and construction costs.
Michael (S3) told the board that an architect's review found most of the building's basement sits in the floodplain, forcing design changes such as raising the first floor roughly 3 feet or relocating residential units to upper floors. "To have them on the bottom floor will require us to raise the floor about 3 inch, 3 feet," S3 said when explaining necessary modifications and a pending flood determination to guide feasibility and pricing.
Separately, the board authorized a financing resolution for the Lineweaver project (presented as a $10 million construction financing request). S3 said tax-exempt status may be possible if bond counsel approves; otherwise staff would proceed with taxable financing at a higher interest rate. The board approved language allowing staff to accept tax-exempt financing if counsel permits, and revert to taxable financing if not.
Staff said further design and cost estimates will follow the flood determination and architect analysis before finalizing feasibility and construction timelines.
