The Avon Planning Commission voted Feb. 18 to refer to City Council a proposed amendment to Chapter 1262.07(e) of the Planning and Zoning Code that would make the installation of a dry sanitary system (a dry sewer) a typical requirement where septic systems are permitted in Western Reserve subdivisions. Pam Fechter, the city’s economic development and planning coordinator, said the change would require developers to install dry sewer infrastructure to city standards so homeowners would not bear the full cost of later connections.
Law Director John Gasior explained the policy aligns with past practice in some older subdivisions where dry sewers had been installed before the code went into effect in 2001 and said the amendment would reduce future homeowner financial burden when public sewer becomes available. The commission voted to suspend the rules and forward the referral to City Council (motion passed unanimously).
