The Arcadia Unified School District Board of Education voted to re-adopt its board governance handbook at the Sept. 23 meeting, with trustees agreeing the document should remain a living guide for board conduct and onboarding.
Dr. Benazdell, who introduced the item, said the handbook arose after the pandemic exposed gaps in how new members learned board practices: “we learned something a hard way during the pandemic… we weren't allowed to meet anymore,” he said, explaining the handbook will serve as a template for roles and governance. Trustees praised the handbook’s focus on values and its usefulness for new board members. Mrs. Fargo, who led the pledge and offered opening remarks, added, “Respect doesn't have to be loud,” framing the tone trustees said the handbook should promote.
Board members discussed whether to include explicit procedural rules. Several trustees suggested researching how, or whether, to codify parts of Robert’s Rules of Order and whether to include language encouraging consensus decision-making. Trustee Mr. Chung described consensus decision-making as a model that seeks more collaborative outcomes rather than adversarial votes; other trustees noted Robert’s Rules can be useful but overly prescriptive for a small board.
The board approved the handbook in its current form while directing staff to review options for adding procedural guidance between formal annual reviews. The motion was adopted by voice vote.
