Council reviewed a proposed contract with DataTicket to provide mobile citation issuance, appeals management and collections services in support of a parking and right‑of‑way enforcement ordinance the council passed at an earlier meeting.
Staff said the initial hardware and software setup would be "between $5,000 and $6,000" depending on handhelds and printers, and cited a likely monthly administration fee of about $250. Marshall staff described operational benefits including collection capability and a back‑end structure for processing citations. Council members pressed staff for a documented enforcement needs assessment, anticipated citation volumes, projected three‑year costs and proposed revenue assumptions before approving the contract.
A motion to continue resolution 26‑26 until the council received a documented assessment failed for lack of a second. Later a separate motion to continue consideration of the contract resolution to a date uncertain passed on roll call. Staff will return with additional data and a proposed fee schedule and appeal process before the contract would take effect.
