Rowlett council adopts changes to planning and parks fee schedules, separates public-hearing notice cost

The Rowlett City Council voted unanimously on Jan. 6 to adopt amendments to the master fee schedule for the community development and parks & recreation departments.
Community Development Director Derek Hull explained the change to parse out public-hearing notice costs from application fees; staff proposed a $4.50 notice fee in addition to existing application fees (for a total that reflects both application cost and the separate public-hearing notice expense). Hull said the breakdown provides transparency about what applicants are paying for notices, postage and processing rather than embedding those costs in a single application fee.
Parks and Recreation Director Ryan Mullins presented proposed adjustments to water-park admission and a possible senior season-pass; Mullins said he did not provide an estimated fiscal impact for the senior pass due to lack of prior data. Council members discussed fee transparency and noted that some fees are designed to recoup service delivery costs rather than operate as a revenue-generating enterprise.
Council adopted the fee schedule changes as presented; staff will update the website to reflect the breakdown and continue to monitor impacts.
