Rowlett renews interlocal agreement with Dallas County for emergency response; contract extended through 2028

The Rowlett City Council voted to adopt a resolution renewing an interlocal agreement with Dallas County to provide fire and emergency medical services to unincorporated areas adjacent to Rowlett.
Fire Chief Gauthier summarized the agreement and previous pilot: between Sept. 2023 and Sept. 30, 2025 the Rowlett Fire Department responded to 231 calls in the unincorporated area (about 10 calls per month on average). He reported the city collected $171,000 to date related to the pilot—about $125,000 directly from Dallas County reimbursements and $46,000 from related medical and fire billing.
Dallas County proposed a one-year renewal with two additional one-year renewal options to run through Sept. 30, 2028, and included a proposed $100 increase per fire- and EMS-based response and an option to bill for additional fire-call hours on an hourly basis rather than two-hour blocks. Chief Gauthier said Dallas County has brought reimbursements up to date and would not renegotiate standard liability language used in other county agreements.
Council adopted the resolution; the meeting record shows the motion carried 6–1 with Councilmember Gibbs recorded in opposition. No further changes to the terms were made at the Jan. 6 meeting.
