Residents press for full reconstruction of deteriorating screening walls; council hears mixed views on scope and funding

Residents from Lake Bend Estates and related neighborhoods asked the council to move quickly on long-delayed screening-wall repairs and to prefer permanent materials over plantings.
"I urge the council to rebuild the entire wall with a stipulation that any future damage to the 4 corners would be the responsibility of the homeowner," Alan Hogan said, urging a concrete wall rather than foliage. Several speakers recounted repeated wall collapses and described the visual decline of city-maintained screening walls.
Patrick Bridal, who supported a more robust brick option, said the city already has $1,500,000 available and advocated deploying that money now. "Let's finally put that money to work," Bridal said, arguing that an overtime construction plan could finish citywide work in about three years and reduce the original $11,000,000 proposal to under $7,000,000 as previously presented to council.
Council members noted the tension between neighborhood design consistency in form-based-code areas and individual property rights, and said an assessment is underway (staff reported the assessment started on Dec. 8). Several residents volunteered to help with on-site monitoring and documentation. No final appropriation or timeline beyond the ongoing assessment was adopted at the meeting.
