For Lake Bend Estates specifically, the engineer recommended full replacement due to cracked columns, leaning sections and loose precast caps. Staff presented cost estimates for several material options: single-width brick (approx. $600/lf including removal), long-span precast (approx. $575/lf) and stamped precast/treated cedar alternatives. Council discussed soil movement, long-term durability, matching aesthetic considerations and maintenance. Several councilmembers said a masonry option provided the best balance for durability and matching the existing character; Councilmember Shoop moved the authorization and the motion carried unanimously.
Staff will proceed to engage engineers and contractors to finalize design and procurement and return with schedule and contract recommendations. The council identified Lake Bend Estates as a priority and asked that future Group B assessments be completed to plan subsequent repairs or replacements.
