Residents decry plan to site public safety and a holding area at Hereford Park, cite schools and trust concerns

At a packed Jan. 20 public hearing, residents from across Rowlett urged the council to keep Hereford Park as parkland and to stop plans to place a municipal complex — including a public safety building with holding functions — adjacent to Stevens Elementary and Coyle Middle School.
"Schools are designed to be low risk, child-centered environments," one speaker said. "Placing these side by side introduces risks that are completely avoidable." Residents listed a range of concerns: people being released or processed near school pick-up and after-school activities, increased emergency vehicle movements overlapping pedestrian times, and psychological and noise impacts for students with sensory or trauma histories.
Multiple speakers also described process and transparency failures. Several residents said they voted for bond funding that promised park amenities and criticized the city for spending design funds and holding a groundbreaking before the public hearing about de‑designating parkland. "How meaningful can public input be once millions of dollars has already been spent?" a resident asked.
Councilmembers acknowledged those concerns during deliberations and asked staff to return with clarifications on traffic routes, detention operations and the bond fund history before a final vote. The council’s decision to postpone gives staff time to assemble the requested technical analyses and community outreach.
