Council approved a master agreement with DGR Engineering to provide on-call engineering services — plan reviews, easement assistance, CIP cost estimates and FEMA coordination — for projects the city would otherwise outsource. Lance Mayer of DGR said the firm has provided similar services for decades: “this is something we've been doing for you guys for, like, the last 38 years or so.” The contract is non-exclusive and carries attached hourly rates rather than a fixed dollar amount.
Council also approved Resolution 22-605 to retain Banner Associates to perform required bridge reinspections for 2026 and to pursue federal grant reimbursement for inspection fees. Staff said the expected funding split for inspection work is roughly 80 percent federal and 20 percent local; the council approved the resolution by voice vote.
