Arcadia Unified presents improved 2024-25 unaudited actuals, but unrestricted deficit remains $5.1M

Arcadia Unified School District fiscal staff presented the district's unaudited actual financial results for fiscal year 2024-25 and the Board voted to adopt the report.
Chief Fiscal Officer Mister Vaughn said the district "ended the year with an unrestricted general fund deficit of $5,100,000 and a deficit of $2,900,000 in restricted funds, for a total general fund deficit of $8,000,000." He told the board the unaudited results were roughly $5.1 million better than the district's prior estimated actuals, driven by stronger Local Control Funding Formula (LCFF) revenue tied to higher attendance and increased TK pupil counts, a one-time Golden State Pathways grant associated with career technical education (about $2,000,000), and lower spending in several expense categories.
Vaughn outlined expense-side improvements including $1,600,000 in reduced spending versus projection (vacancies, lower supplies and travel), capital timing differences (bus purchases not yet paid), and one-time accounting adjustments such as GASB 31 market-value entries. He also said that, when stripping out one-time funds still recognized in 24-25, the district's ongoing unrestricted deficit would be about $8,400,000.
Board members thanked staff for producing the analysis and noted the district's ongoing deficit reduction plan. A motion to adopt the unaudited actual financial report as of 06/30/2025 was moved and seconded; the board voted in favor and the motion carried.
