Torrance County backs state bill to let counties seek temporary moratorium on new cannabis producer licenses

Torrance County commissioners voted unanimously to support legislation that would allow counties to petition the state Cannabis Control Division and the Office of the State Engineer to impose a temporary moratorium on new cannabis producer licenses and associated water‑use approvals.
County Manager J. Jordan Barela framed the resolution as a means to give counties a local pause while state regulatory issues are worked through. "This bill would, if it passed, allow a County Commission to petition the Cannabis Control Division Office of the State Engineer to approve a moratorium," Barela said, describing a two‑year window from July 1, 2025 through June 30, 2027.
Commissioners voted in favor without further amendment. The resolution expresses local support for the proposed state bill; it does not by itself alter local licensing rules or water permitting. The resolution will be transmitted to the Legislature and New Mexico Counties as the county's formal support position.
