Council advances multiple state loan applications for water and wastewater projects

Assistant Public Service Director Mike Testa told the Committee of the Whole that the administration submitted a slate of ordinances (26-043 through 26-048) to permit filing, acceptance and execution of state loan agreements for multiple water and wastewater projects.
Testa said Ordinance 26-043 would authorize application and acceptance of Water Supply Revolving Loan funds for planning, design and construction of the Dawna Drive water line replacement. Ordinances 26-044 and 26-045 would seek funds for Lead Service Verification Phase II and Airport Water Looping Phase II (the latter includes a phase under Route 57), respectively. Ordinance 26-046 would cover the new low-side water tower project, and Ordinance 26-047 would support the Good Avenue water line replacement. Ordinance 26-048 is a Water Pollution Control Loan Fund application for smoke-and-dye testing in Areas 6 and 8 as part of the City’s SSO (sanitary sewer overflow) prevention program.
Council Member Tom Stugmyer and others moved the ordinances to second reading. Testa and Council members said each loan application will designate a dedicated repayment source, and staff emphasized that the ordinances are the administrative step required to pursue low-interest, state-backed financing.
Next steps: ordinances will return for subsequent readings and, if approved, staff will proceed with formal loan applications and repayment-source designation.
