Staff presented a history of code-enforcement actions and special-master orders dating to 2025 and said fines of $50 per violation for 15 violations accrue at $750 per day; staff reported the amount owed as of 07/15/2026 is $384,000 plus magistrate fines.
City staff said the owner, Jonathan L. Archer (registered agent for Overall Home Remodeling LLC), obtained but did not complete demolition after receiving a permit. Staff expedited the permit on May 5, 2026, then found no meaningful cleanup activity and minimal communication. Staff recommended the commission give the owner until a set date to comply and, if not, authorize city employees, subcontractors or agents to demolish structures and record city expenses as liens on the property.
Commission discussion centered on timing and the need to obtain at least three demolition quotes. After debate, the commission set Aug. 11 as the deadline and directed staff to solicit bids so the city could act promptly if the owner failed to perform. The motion carried 3–0.
