Staff told commissioners the Halifax Humane Society is increasing its line-item cost to the city by roughly 10% per year for the next two years and is shifting to emphasize adoptions rather than sheltering dangerous animals. City staff said they are working with Daytona Beach and Volusia County on a potential new facility that might provide broader sheltering capacity.
Brian (staff) described the interlocal amendment: when Volusia County provides specified operational animal-control assistance to Holly Hill (for example, sheltering or transporting dangerous animals when city services are unavailable), the county would charge $102.59 per hour; the county would pay the same rate to Holly Hill when roles are reversed. Brian told the commission the county is currently the city’s only option for sheltering dangerous animals. The commission approved both items by voice vote, 3–0.
The commission also noted the city budgeted $70,000 this fiscal year for humane-society services and that actual monthly costs vary depending on intake and feral-cat season.
