PFKI project moves forward as EDA allows schedule flexibility; equipment contracts under review

Project lead reported progress toward a revised PFKI scope and said discussions with the Economic Development Administration (EDA) left open the ability to amend schedules so projects can complete before the statutory limit.
The lead said, "the statutory limitation on that funding is for all grants, regardless when they started, is March 2028," and added that if the agency presents an acceptable proposal the EDA would amend the schedule to accommodate completion by that date. Board members described scope reductions presented by the general contractor and noted uncertainty on electrical-cost estimates while equipment contracts (together just over $1,000,000) remain under negotiation.
Members discussed using the state bid list for some equipment purchases to meet procurement rules and reduce cost. Staff said they will continue to refine contract numbers and return to the board with recommended scope reductions and a procurement plan.
