The reading stated that the rate "is hereby established at 5.8000 mills," and the commission voted to approve the figure 3–0. Commissioners debated the broader fiscal context, with one member saying city collections total approximately $4.3 million and warning that a pending property-tax amendment could reduce future revenue by hundreds of thousands of dollars.
The motion passed without public comment; staff said the item is a single reading to set the maximum and that final adoption will follow at the scheduled public hearings.
