Task force approves NHCPA Riverbend budget shift to equipment and insurance

The Task Force approved NHCPA Riverbend’s request to revise its ARPA-funded budget, moving previously approved construction and signage dollars into equipment purchases and increasing insurance and accounting line items. Claire Collins told members the organization submitted the revision by the Aug. 7 deadline and intends to complete the project by Dec. 31, 2025.
“The total ARPA award for NHCPA River Bend LLC, was $2,146,744,” Claire Collins said, then walked the committee through the line-item changes: equipment rising from $371,577.33 to $528,521.33, insurance increasing from $10,000 to $18,000, and audit/accounting costs changing from $24,900 to $31,800. She said signage money ($21,844) was moved into the equipment line because of timing with city sign regulations and that the revised request contains no funds for construction or renovation supplies.
Committee members asked whether the equipment purchases were for the venue; Collins confirmed the purchases are for the venue and said equipment is already in storage pending opening. She noted the team aims for the venue to be operational by summer 2025 while completing administrative obligations by Dec. 31, 2025. The chair called for a vote and the task force approved the amendment.
Staff also noted drawdown submissions are being processed and that any outstanding documentation (for example Cross Street’s drawdown) must be provided before the city can complete processing and closeout.
