Construction manager recommends final HVAC payment after condensation fixes, en route to closeout

Brian Gardner, the city's construction manager, asked the committee to approve a final progress payment to BG Mechanical for HVAC installation while retaining the standard 5% until closeout documents are complete. "This is a final progress payment for the HVAC installation services provided by BG Mechanical," Gardner said, and staff recommended approval after reviewing the work and warranty coverage.
Gardner and staff walked the committee through multiple "shakeout" issues encountered when the restaurant opened — notably condensation and humidity-related problems during an unusually hot summer. Staff reported that previously uninsulated ductwork and a failed circuit board (covered by warranty) were among the defects addressed; staff identified an "air curtain" as a likely solution for a door-adjacent condensation problem and said they plan to mount it after the deck is finished. The committee moved and approved the invoice by voice vote.
Committee members praised staff for responsive oversight during closeout and noted most additional costs will be resolved via warranty claims or reconciled against contractor retainage. The committee did not withhold approval pending any additional conditions beyond the usual closeout retainage.
