Wadsworth council rejects $1.55M capital supplement after procedural question and split vote

Wadsworth City Council voted March 17 to reject Ordinance No. 26-039, a proposed $1,550,000 supplemental appropriation in the General Capital Improvements Fund. The motion failed on a 3–4 tally after a brief procedural exchange.
Council Member May said she had not been at the prior meeting where the related bond was proposed and raised questions that she wanted clarified before voting. Service Director Matt Hiscock offered to answer questions, but Law Director Brad Proudfoot advised that the substance of the discussion was appropriate for the Committee of the Whole rather than the legislative portion of the meeting: "it was appropriate for the Committee of The Whole meeting, but not during the legislative portion," he said. After that clarification the council proceeded to a roll-call vote: Ayes — Stugmyer, May, Yurchiak; Nays — Berger, Hines, Maxwell, Reese. Ordinance No. 26-039 was declared to have failed.
Council did not table or refer the ordinance for further study during the meeting; the Law Director's guidance limited in-chamber legislative discussion at that moment and the failing vote left the proposed appropriation without council approval.
