Council tables larger library wall change order pending cost options

Mayor Dan Carver and consultants told the council that an undocumented section of the library’s original exterior wall requires demolition to the steel frame, upgraded insulation and new exterior finish to meet current energy code. Gladys Peterson of ISG said the issue was not anticipated because documentation for that wall segment was not available and that the proposed metal paneling "will allow a layer of air barrier that will protect the wall and add ventilation."
Rich Piper of DDVI told the council the project cannot safely proceed on that wall without a change order and that about 90–95% of materials for the project have already been purchased. Piper warned approval delays would push the schedule and estimated that a two‑week delay for additional cost information was possible, but that tabling the change could add "12 weeks" to the project if work sequencing is disrupted.
Councilmembers pressed staff on financing and alternatives. Councilwoman Andrya Carter asked whether contingency funds or bond proceeds were being considered and requested concrete line‑item numbers to identify possible reductions; Councilmember Tracey McAvoy and Councilwoman Krista Beck emphasized preferring reductions rather than eliminating elements. Carter moved to table Resolution 20260713001 and directed staff to provide a list of potential deductions and a two‑week turnaround for updated numbers; Beck seconded. The motion to table passed 4–0–1 (Cataldo abstained).
Separately, the council approved Change Order #6, described as a small (not to exceed $4,423.03) contract adjustment to add sprinklers and finish work needed to bring a bulkhead to code. That change order was approved unanimously on a roll call vote.
