Committee forwards Lead Service Verification Phase II to Council ahead of EPA deadline

City Engineer Glenn Davis told the Public Service Committee that the U.S. Environmental Protection Agency requires communities to verify whether water service lines contain lead by the end of 2027. Phase II is a targeted construction phase to dig verification pits where interior records, homeowner access, or photos cannot confirm service-line material.
Davis said roughly 1,000 property owners have been notified that verification work may be necessary and that most digs would occur on private property, with some public-side work where records are insufficient. Committee members unanimously moved the ordinance to the full Council for consideration and possible loan or grant applications to fund the work.
